The parliamentary history of Amenfi Central in Ghana’s Fourth Republic is one marked by political continuity, changing electoral fortunes and, most significantly, a historic breakthrough for women in the constituency.

Since the beginning of the Fourth Republic in 1992, Amenfi Central has been represented by four Members of Parliament: Dr John Frank Abu, George Kofi Arthur, Peter Yaw Kwakye-Ackah, and Hon. Joana Gyan Cudjoe.

The four MPs have collectively represented the constituency across more than three decades, with the National Democratic Congress (NDC) winning every parliamentary election in Amenfi Central since 1992.

Dr John Frank Abu — The First MP of the Fourth Republic

Dr John Frank Abu was the first Member of Parliament for Amenfi Central in Ghana’s Fourth Republic.

1996 Parliamentary Election

Dr Abu retained the seat in 1996 with 18,644 votes on the NDC ticket.

His closest challenger was Emmanuel O. K. Duah of the New Patriotic Party (NPP), who obtained 8,136 votes.

Dr John Frank Abu won again in 2000 with 13,319 votes.

His main challenger, Padmore Kofi Arthur of the NPP, secured 10,208 votes.

After three successive victories, Dr John Frank Abu’s tenure as the first MP of Amenfi Central came to an end, paving the way for the constituency’s second parliamentary representative.

George Kofi Arthur — Three Consecutive Terms

George Kofi Arthur, also of the NDC, succeeded Dr John Frank Abu as MP for Amenfi Central.

First elected in 2004, Arthur retained the seat in 2008 and 2012, giving him three consecutive parliamentary victories.

George Kofi Arthur won one of the closest parliamentary contests in Amenfi Central’s history.

He secured 14,139 votes, representing 48.1% of the vote.

His closest opponent, Peter Yaw Kwakye-Ackah of the NPP, obtained 14,006 votes, representing 47.7%.

James Boateng of the CPP received 1,235 votes, or 4.2%.

Arthur’s winning margin was just:

14,139 − 14,006 = 133 votes

The 133-vote margin made the 2004 election an exceptionally tight contest.

2008 Parliamentary Election

Arthur retained the seat in 2008 with 11,324 votes.

The NPP’s Padmore Kofi Yonkopa Arthur received 9,578 votes, while independent candidate Peter Yaw Kwakye-Ackah obtained 7,701 votes.

James Boateng of the CPP received 205 votes.

Arthur defeated his closest opponent by:

2012 Parliamentary Election

George Kofi Arthur recorded a stronger victory in 2012, obtaining 21,149 votes, representing 54.80% of the total.

His closest challenger, Dr Eric Magnus Wilmot of the NPP, secured 16,891 votes, representing 43.76%.

Benjamin Asmah of the Progressive People’s Party (PPP) received 555 votes, representing 1.44%.

Arthur’s winning margin was:

21,149 − 16,891 = 4,258 votes

His 4,258-vote margin in 2012 became his strongest verified electoral performance.

Peter Yaw Kwakye-Ackah — The Third MP

Following George Kofi Arthur’s tenure, Peter Yaw Kwakye-Ackah emerged as the third MP for Amenfi Central.

A member of the NDC, he was first elected in 2016 and successfully retained the seat in 2020.

Peter Yaw Kwakye-Ackah won the 2016 parliamentary election with a reported 17,861 votes, representing 50.18%.

His closest challenger, Patrick Hockson Ampongteng of the NPP, obtained 17,526 votes, representing 49.24%.

Isaac Abrokwah of the CPP received 207 votes, representing 0.58%.

The reported difference between Kwakye-Ackah and Ampongteng was:

17,861 − 17,526 = 335 votes

This gave Kwakye-Ackah a reported winning margin of 335 votes.

2020 Parliamentary Election

Kwakye-Ackah secured a more comfortable victory in 2020.

He obtained 26,100 votes, representing 53.20% of the vote.

His closest opponent, Patrick Hockson Amponteng of the NPP, received 21,926 votes, representing 44.69%.

Cecilia Apaam of the Ghana Union Movement (GUM) obtained 1,032 votes, representing 2.10%.

Kwakye-Ackah’s winning margin was:

His 4,174-vote margin in 2020 became his best verified electoral margin.

Hon. Joana Gyan Cudjoe — Making History as Amenfi Central’s First Female MP

The most significant milestone in Amenfi Central’s parliamentary history came in the 2024 general election.

Hon. Joana Gyan Cudjoe, representing the National Democratic Congress, won the Amenfi Central parliamentary seat and became the first woman elected to represent the constituency in Parliament.

Her election marked a historic moment in the constituency’s political history.

For more than three decades, Amenfi Central had been represented by male MPs. That changed in 2024 when Joana Gyan Cudjoe secured a decisive victory and became the constituency’s first female Member of Parliament.

Joana Gyan Cudjoe secured 26,345 votes, representing 67.22% of the total vote based on the complete four-candidate result.

Her closest opponent was Dr Albert Wiredu Arkoh of the NPP, who obtained 12,096 votes, representing 30.87%.

Amenfi Central’s Parliamentary Journey Since 1992

The parliamentary story of Amenfi Central since the beginning of Ghana’s Fourth Republic can therefore be traced through four MPs.

Dr John Frank Abu established the constituency’s parliamentary representation in 1992 and served through three election victories.

He was succeeded by George Kofi Arthur, who also won three consecutive elections between 2004 and 2012.

Peter Yaw Kwakye-Ackah then became the third MP, winning in 2016 and retaining the seat in 2020.

The 2024 election brought a new and historic chapter with Hon. Joana Gyan Cudjoe becoming the fourth MP and, more importantly, the first female MP in the history of Amenfi Central.

Her election represented a major milestone in the constituency’s political history and introduced the first woman to its parliamentary representation since 1992.
