Burnham Under Pressure as Deleted Records Reveal Two Dinners With Man City Chairman
By KPD News Desk | 15 October 2026
Andy Burnham is facing renewed questions over transparency after previously declared records revealed that he attended two hospitality dinners with Manchester City chairman Khaldoon Al Mubarak while serving as Mayor of Greater Manchester.
The dinners reportedly took place at Manchester City’s Etihad Stadium during matches in August 2017 and April 2018. Details of the events appeared in an earlier register of declarations maintained by the Greater Manchester Combined Authority (GMCA), but the register has since been removed from its website, according to reports by the BBC and other British media outlets.
The revelations have intensified scrutiny of Burnham’s dealings with the football club and its Abu Dhabi-linked ownership, particularly following controversy over his comments about Manchester City’s future.
What the records reveal
According to the earlier declarations register seen by the BBC, one dinner took place during a Manchester City match against Everton in August 2017. The hospitality was valued at approximately £300.
A second entry referred to a dinner with the club’s chairman during the Manchester City versus Manchester United derby in April 2018. The hospitality was valued at around £699.
The register also reportedly listed two tickets worth £150 for an Ed Sheeran concert at the Etihad Stadium in May 2018.
Although the entries were previously declared, the dinners were not specifically identified in a recent GMCA statement outlining Burnham’s contacts with Manchester City. The authority has said its website publishes declarations from the current mayoral term, a policy that may explain why older records are no longer available online.
The removal of the records has nevertheless prompted questions about how historical declarations are maintained and made accessible to the public.
Calls for greater transparency
The issue emerged after the GMCA published details of several contacts between Burnham and Manchester City during his tenure as mayor, which ended in June 2026.
The authority’s statement included a formal meeting with Al Mubarak at the UK Government’s Global Investment Summit in October 2021 and an informal conversation at the 2019 testimonial match for former City captain Vincent Kompany.
The statement also referred to Burnham attending a small number of Manchester City home matches as a guest of the club.
Opposition politicians have called for a fuller account of his dealings with the club, including details of meetings, hospitality and the subjects discussed.
Burnham has said he is willing to publish details of his interactions with Manchester City and its owners. He has also maintained that the club’s executives did not discuss the Premier League’s financial-rule case with him during their meetings.
Manchester City’s financial case
The controversy comes amid a major dispute involving Manchester City and the Premier League.
An independent commission found the club guilty of breaching financial regulations, including charges relating to financial reporting and cooperation with the league’s investigation. Manchester City has denied wrongdoing and is appealing the decision.
Burnham attracted criticism after expressing concern about the possibility of the club’s owners selling Manchester City, highlighting their contribution to the development of Greater Manchester.
The debate has since widened beyond football to encompass political accountability, the relationship between public officials and major private organisations, and the importance of transparent declarations of interests.
There is, however, no evidence in the reported dinner entries alone that the hospitality influenced Burnham’s decisions or that the dinners were connected to the Premier League case.
Questions remain
The central issue now is whether the public has been given a sufficiently complete account of Burnham’s past contacts with Manchester City and whether historical declarations should remain readily accessible after a public official leaves office.
The dinners were reportedly declared at the time, but their omission from the authority’s recent summary has fuelled calls for a clearer explanation.
Further disclosure could help establish the full timeline of Burnham’s interactions with the club and provide the public with a more complete picture of the circumstances surrounding the meetings.
For now, the controversy highlights the continuing importance of transparent record-keeping and public accountability when political leaders engage with powerful sporting and commercial organisations.
