GRA to Roll Out Amended Energy Sector Levy on July 16 After Brief Suspension

The Ghana Revenue Authority (GRA) has confirmed that the Energy Sector Levies (Amendment) Act, 2025 (Act 1141) will officially take effect on July 16, 2025, following a brief postponement in June.

 

In a public notice signed by Acting Commissioner-General Anthony Akwasi Sarpong, the GRA referenced an earlier announcement on June 13, where the government temporarily paused the rollout to assess global market conditions and ensure continued fuel price stability.

 

> “After a comprehensive review and in line with the government’s commitment to maintaining stable economic conditions,” the statement read, “implementation of Act 1141 will commence on July 16, 2025.”

 

 

 

The GRA has urged all stakeholders—importers, fuel distributors, and customs agents—to take note of the new date and ensure full compliance. The Integrated Customs Management System (ICUMS) has already been updated to reflect the revised levy rates, meaning all declarations from July 16 onward will be subject to the new terms.

 

Described as a “critical revenue measure,” the levy aims to strengthen Ghana’s energy sector, support debt repayment, and align with current global fuel pricing trends. The GRA also called for public cooperation to ensure a smooth transition.

 

The amended act is expected to play a key role in boosting energy infrastructure investment and sustaining macroeconomic stability.
