Eduwatch Demands Accountability for GH¢42.1bn Education Spending in 2026 SONA
Education policy think tank, Africa Education Watch (Eduwatch), has called on President John Dramani Mahama to provide a detailed account of how the government utilised its GH¢42.1 billion education allocation in 2025, ahead of the 2026 State of the Nation Address (SONA) scheduled for Friday, February 27.
In a statement released on Thursday, February 26, the policy advocacy group stressed the need for transparency and accountability in the president’s second SONA, urging him to outline how the funds were deployed to advance his education reform agenda.
Eduwatch recalled that during the 2025 SONA, President Mahama introduced an ambitious education transformation plan built around 41 strategic initiatives aimed at improving teaching and learning outcomes across the country.
With a full budget cycle completed since the implementation of the reforms, Eduwatch expects the president to provide a comprehensive update on the utilisation of the education budget, highlight major achievements recorded over the past year, and present measurable outcomes of the policy interventions.
“One year after implementing a full budget cycle with a significant allocation of GH¢42.1 billion to education in 2025, Eduwatch expects His Excellency to provide an account of how the funds were applied in pursuit of his education vision, as well as key accomplishments, challenges, and mitigation strategies to improve policy and budgetary efficiency,” the statement noted.
The think tank further urged the government to openly acknowledge challenges encountered in implementing the reforms and outline practical measures to strengthen policy delivery and improve financial management within the education sector.
Beyond accountability on past spending, Eduwatch identified teacher recruitment and deployment as a critical priority for 2026. The organisation expressed concern that the absence of teacher recruitment during the 2025 financial year has worsened staffing challenges, particularly in underserved basic schools in rural and deprived communities.
According to Eduwatch, many of these communities were already facing severe teacher shortages before 2025, and the failure to recruit additional teachers has deepened the crisis, potentially affecting quality education delivery.
The think tank therefore called for urgent measures to address staffing gaps and strengthen the education system’s capacity to deliver equitable learning opportunities nationwide.

Government Secures US$1.7bn as Major Highway Project Nears Construction Stage
The government has announced major progress towards the construction of the Accra-Kumasi Expressway, with US$1.7 billion already secured in a dedicated account for the landmark road project.
Finance Minister Dr. Cassiel Ato Forson disclosed during the presentation of the 2026 Mid-Year Fiscal Policy Review in Parliament that the expressway remains the flagship project under the government’s Big Push Infrastructure Programme, aimed at transforming Ghana’s transport network.
According to him, the 176-kilometre, six-lane dual carriage expressway will provide a modern transport link between Ghana’s two biggest commercial cities — Accra and Kumasi.
Dr. Forson explained that the project is expected to significantly reduce travel time between the two cities to about two hours, while improving road safety, reducing congestion and lowering transportation costs for businesses and commuters.
He said the highway will feature modern infrastructure, including interchanges, bridges, intelligent transport systems, electronic tolling facilities, emergency response services and rest areas.
Right-of-Way Clearance Progresses
The Finance Minister revealed that significant preparation work has already been completed, with the Ghana Armed Forces clearing 122 kilometres of the project corridor, representing about 70 percent of the required 120-metre-wide Right-of-Way.
The clearance was achieved within 12 weeks, and government expects the entire corridor to be cleared by the first week of September 2026.
He added that compensation assessments, environmental studies, engineering designs and feasibility studies are progressing simultaneously.
The detailed engineering design and feasibility study are expected to be completed by the end of August 2026, paving the way for the commencement of procurement for the main construction contract in September.
Funding Ring-Fenced for Construction
Dr. Forson assured Parliament that funds for the project have been secured and protected from diversion.
“As of 22nd July 2026, US$1.7 billion had been deposited into the dedicated Accra-Kumasi Expressway Account at the Bank of Ghana,” he said.
He explained that the funds will only be accessed after the main construction contract has been awarded.
Government is therefore confident that all requirements will be completed before President John Dramani Mahama officially cuts sod for construction to begin.
Big Push Programme Expands Road Network
The Accra-Kumasi Expressway forms part of government’s wider infrastructure drive, which currently includes road projects across all 16 regions.
Dr. Forson stated that work has commenced on 87 projects, comprising 74 trunk roads and bridges, 10 urban roads and three feeder roads.
He noted that by the end of June 2026, several projects had recorded significant progress, with some achieving more than 75 percent completion.
Expected Economic Impact
The government says the expressway will improve movement of goods and people, strengthen trade between Ghana’s northern and southern corridors, and support economic growth.
Transport operators, businesses and commuters are expected to benefit from reduced travel time, improved road safety and lower vehicle operating costs once the project is completed.
The project is expected to become one of Ghana’s largest transport infrastructure investments in recent years and a key part of efforts to modernise the country’s road network.

GoldBod Generates $15bn Forex Inflows, Strengthens Cedi Stability – Finance Minister
The establishment of the Ghana Gold Board (GoldBod) has generated an additional US$15 billion in foreign exchange inflows, helping to strengthen Ghana’s reserves and support the stability of the cedi, Finance Minister Dr Cassiel Ato Forson has disclosed.
Speaking during the presentation of the 2026 Mid-Year Fiscal Policy Review in Parliament, Dr Ato Forson said the GoldBod initiative was introduced to formalise Ghana’s gold trade, reduce smuggling, and ensure that more benefits from the country’s mineral resources remain within the economy.
He explained that the intervention contributed to a major improvement in Ghana’s current account balance, which moved from a 1.9 percent surplus of GDP in 2024 to 8.3 percent in 2025.
“This was not simply a gold policy. It was a macroeconomic stabilisation policy designed to strengthen the cedi, build external buffers and restore confidence in the Ghanaian economy,” he said.
The Finance Minister also announced that government has reached an agreement with large-scale mining companies to purchase 30 percent of their annual gold production for refining by local refineries.
He said the move would increase domestic value addition and support Ghana’s reserve accumulation efforts.
Dr Ato Forson added that government’s Ghana Accelerated National Reserve Accumulation Policy (GANRAP) aims to increase the country’s international reserves to the equivalent of 15 months of import cover by 2028.
